They keep saying the registry is regulatory, instead of punitive. A "license" or "permit" makes sense in that context, but unlike any other regulatory scheme, I can't opt out if I no longer want to participate.
For instance, fishing licenses are regulatory. However, if I don't want to fish anymore, I simply stop and don't get a license. The same applies to any other regulatory scheme you care to name - if I don't want to participate in the activity, I simply refrain from doing it, and don't buy a license that allows me to do it.
I haven't been a sex offender for 25 years, and don't plan on being one in the future. So why do I still have to buy a license?
